Is he the one? That question can only be answered by you. I don't know the details of your relationship, but if you care about this boy, and you feel he cares about you and you have mutally positive feeling for each other then it sound to me like it could a good relationship. Feelings are a big componet of any relationship. But in addition to feelings you and this boy have for one another, do his actions reflect how you want to be treated. Such as: listen to your opinions, respect you and any bounderies you way set, treat you with respect in every sitaution and allow you to be your own person. Allow yourself to be open to a possible relationship with him and still cautious. As long as you feel like the relationship is in a good place, then I think you should be lucky to have found someone you really enjoy being with. Maybe you could try talking to a family memeber (like parents or possible sibilings), or friends, who ma y know the situation better than I do and express how you're feeling about this boy.
